Step 1
Open the photo in PS.
Step 2
At the bottom of the layers palette, click on the Hue / Saturation. And follow the settings as follows:

Next create new layer and then set it to Soft Light Blend mode. Choose a 48px hard brush and paint the new layer as shown below. Or you can choose your own favorite color.

Click the menu Filter> Blur> Gaussian Blur> 90 pixels.
